This encodes the data stored in the handle according to the handle’s
format. The data state of the GRM handle remains unchanged.

If a warning variable name is specified, then any warning messages that are generated during the operation are collected in the named variable.
By default, this command returns the newly created message handle of
class ENGINE
, type DATA
, and with the USERDBRECOVER
flag
off.
